Reading is one of the most important foundations of learning. To help teachers plan, monitor, and improve learners’ reading performance, we are sharing a free Action Plan in Reading Filipino Phil-IRI Based for School Year 2026-2027.

This action plan is designed to support schools and teachers in identifying learners’ reading levels, preparing appropriate interventions, involving parents, and tracking progress through the Phil-IRI process.

What Is This Action Plan About?

This School Action Plan in Reading Filipino Phil-IRI Based focuses on the use of the Philippine Informal Reading Inventory or Phil-IRI to assess and improve learners’ reading ability in Filipino.

The plan includes activities for:

  • Conducting the Phil-IRI Filipino pre-test
  • Classifying learners as Independent, Instructional, Frustration, or Non-reader
  • Creating learner reading profiles
  • Preparing group or individual reading intervention plans
  • Implementing reading remediation activities
  • Monitoring monthly reading progress
  • Conducting the Phil-IRI post-test
  • Preparing reports and recommendations

Objectives of the Reading Action Plan

The main goal of this action plan is to improve learners’ reading skills in Filipino through organized assessment, intervention, monitoring, and evaluation.

Specifically, it aims to:

  • Identify the reading level of learners using Phil-IRI Filipino tools
  • Analyze reading difficulties based on miscues, fluency, accuracy, and comprehension
  • Provide appropriate reading interventions for struggling readers
  • Strengthen parent support through home reading activities
  • Monitor learners’ monthly reading progress
  • Evaluate the effectiveness of the intervention using post-test results

Suggested Reading Activities and Interventions

The action plan includes different strategies depending on the learner’s reading level.

For Non-readers and learners at Frustration Level, activities may include alphabet recognition, sound-letter association, syllable reading, common Filipino words, and phonics-based or Marungko-inspired activities.

For learners at the Instructional Level, teachers may use guided oral reading, repeated reading, vocabulary building, and comprehension questions.

For learners at the Independent Level, enrichment activities such as story response tasks, comprehension exercises, and wider reading selections may be given.

Importance of Parent Involvement

Reading improvement does not happen only inside the classroom. This action plan also includes parent orientation, home reading tasks, reading logs, and parent-assisted oral reading.

Through regular support at home, learners can build better reading habits and gain more confidence in reading Filipino texts.

Monitoring and Evaluation

A strong reading program needs regular monitoring. The plan provides for monthly oral reading checks, comprehension checks, progress charts, and adjustment of interventions based on learner performance.

At the end of the school year, teachers may conduct the Phil-IRI Filipino post-test and compare the results with the pre-test. This helps determine whether more learners have moved to higher reading levels such as Instructional or Independent.
